Description of document publicity
This is a description of document publicity, in accordance with section 28 of the Act on Information Management in Public Administration (906/2019), the purpose of which is to facilitate the making of request for information to the Finnish Workers' Compensation Center.
The description of document publicity only applies to customer registers related to matters in connection with which the Finnish Workers’ Compensation Center exercises public authority. In accordance with the Workers’ Compensation Act (459/2015), these include
- Processing of claims within the scope of duties of the Finnish Workers' Compensation Center
- Preparation for determining payments corresponding to insurance premiums and penalty fees within the scope of duties of the Finnish Workers' Compensation Center, filing of applications with the State Treasury and tasks related to the enforcement of decisions
Everyone has the right to information on official public documents. However, such documents may also contain confidential information. Confidentiality of information is always based on grounds pursuant to the Act on the Openness of Government Activities or other legislation.
Documents related to the claims and supervisory activities of the Finnish Workers’ Compensation Center are not public. Because the information is not public it cannot be requested by everyone. The documents are only available to the interested parties, which means that interested parties have the right to access information in matters concerning themselves.
Submitting a request for information
You can request information concerning yourself or use a power of attorney to request information concerning another person.
If you wish to submit a request for information, please primarily contact us by telephone. Information requests addressed to the Finnish Workers’ Compensation Center’s supervision of compensation liability and insurance obligation can also be submitted via email or by post. If you use email, please do not send personal data by unsecured email.
If necessary, we can help you identify the document from which information is needed.
If the Workers’ Compensation Center receives a request for information that falls within the duties of another authority the request will be transferred to the competent authority in the matter.

Case registers and data materials
The Finnish Workers' Compensation Center maintains a case register on instituted cases related to the supervision of compensation liability and insurance obligation, the progress of processing of such cases and related documents.
Compensation system Vanet contains information on instituted claims, progress of processing and related documents. Information is primarily retrieved from the case register using the claim code or the personal identity code or name of an interested party.
Supervision information system Haavi contains information on supervised employers, progress of processing and related documents. Information is retrieved from the case register using the name and/or business ID or personal identity code of the examined employer.
Information is not openly disclosed via a technical interface from case registers that contain information only available to interested parties.
